A period validation to ensure the whole period is NOT in the future; that is: the begin date must be in the past, and the end date may be in the future, or in the past.

Should be implemented to return whether the value is valid. If the value is valid, the BasePropertyValidation.validate(Object, Object, Object) method will return null. Otherwise, will return the ValidationError received on the constructor (or a general validation error if none was passed)
